Rotel RA-12: No product and no refund

I ordered a Rotel RA-12 amplifier from this company made the payment to its account on 22 MAY 2013. After several promisses with no result and appeals to my patience, I finally cancelled the order on 5 August 2013, for which I received confirmation and another promiss to refund me (with interrest).

I have not yet received back the payment, with the owner telephonically saying that he has electricity problems, making it it impossible to pay back the money in the next week.

Later he responded to my objection by e-mail that they are have liquidity problems.

Since then I have seen all the other similar complaints about this company. I doubt whether I will see any money, without legal action.

The owner is very skilled in delaying tactics over the phone. He is very apologetic of course.
